Executive Summary
The State of Florida Division of Emergency Management (FDEM) has prepared the 2016 – 2017 Hazard Analysis State-Funded Subgrant Agreement (Contract #: 17-CP-11-03-11-01-XXX) to Alachua County to perform a countywide hazardous material, site-specific hazard analysis. The analysis is for approximately 30 facilities of the Extremely Hazardous Substance (EHS) sites in Alachua County. The deliverables of this agreement are due 30 days following receipt of fully executed agreement, November 1, 2016, March 1, 2017, and May 15, 2017. Progress reports for this grant are due 30 days after each quarter of the program year from quarter ending dates, September 30, 2016, December 31, 2016, March 31, 2017 and June 30, 2017, with the close-out report due within 60 days of termination of this agreement. This fixed-fee, performance based agreement in the amount of $5,822.00, requires no county cash match, and is for period July 1, 2016 through June 30, 2017.

Background
The U.S. Environmental Protection Agency (EPA), in accordance with the Title III, Superfund Agreement and Reauthorization Act of 1986, Section 302, has designated certain hazardous materials as Extremely Hazardous Substances (EHS). The State Emergency Response Commission has identified approximately 48 locations in Alachua County having EHS in quantities exceeding EPA threshold planning quantities (TPQ). Emergency Management has completed the hazards analysis since the program was created and FDEM has approved each completed analysis. Copies of each completed analysis are forwarded to appropriate agencies such as Alachua County Fire Rescue Services, Gainesville Fire Rescue (GFR), and the North Central Florida Local Emergency Planning Committee (LEPC). The analysis requires collection and verification of information and data, emergency planning, information sharing and public disclosure in accordance with the Community Right to Know Act of 1986.

Issues
The Hazard Analysis Agreement requires no matching funds from the County.
