Executive Summary
County staff is currently working on new and revised language to update the Unified Land Development Code (ULDC). The recently adopted EAR-based Comprehensive Plan Amendments necessitated some of these changes. In addition, staff is proposing clarifications and updates to existing code requirements. This is the first public workshop on Chapters 400-404 of the Code. Chapters 405-410 will be discussed at a later workshop.
Background
In April 2011 the County Commission adopted the EAR-based Comprehensive Plan Amendments. The Comprehensive Plan is implemented through the County's Unified Land Development Code (ULDC). In order to implement some of the updated policies in the Comprehensive Plan, the ULDC needs to be updated. In 2006, the County Commission revised the language and formatting of the ULDC. Since that time staff has noticed regulations that need clarification or areas where guidelines were lacking. As part of the comprehensive update for the EAR-based amendments staff has also incorporated these necessary clarifications and new standards. Updating the ULDC will require two readings of the ordinance, or two public hearings. This is the first public workshop covering Chapters 400-404. After a second workshop to discuss the remaining Chapters 405-410, staff will proceed with a request to advertise the first and second reading of the ordinance to update the Code.
Issues
The public workshop is intended for the public to give input and for the Board to provide policy direction on the proposed ULDC amendments.
