The unipole design contains all of the antenna within the structure so they will not be visible. This request for a 130 foot tower in the Institutional land use designation falls under the Tier Three category of the Personal Wireless Facilities ordinance (Chapter 404, Article 12) and as such requires approval of a special use permit by the Board of County Commissioners. Background T_Mobile is requesting approval of a 130 foot unipole personal wireless service facility (PWSF) in order to provide in_home coverage in this area of the County. The unipole design contains all of the antenna within the structure so they will not be visible. The Planning Commission hearing was held on May 18, 2011. Questions from the public centered around the possibility of co_locating on the nearby Gillen Broadcasting tower on SW 24th Avenue. The applicant explained why the Tower Road library location best met the needs of T_Mobile and their subscribers. The Special Use Permit request was recommended for approval by a 5-2 vote. After analyzing the application, staff concludes that the proposed tower will not have a visual impact from most of the surrounding roadways or properties. The applicant is proposing a unipole design that will conceal the antenna to further reduce the visual impact. The wooded area surrounding the tower and nearby neighborhoods and the additional landscaping the applicant intends to install along the property lines will further buffer any view from the church next door or SW 26th Place. The application is consistent with the Comprehensive Plan and ULDC and staff recommends approval of application ZOS-05-10. Issues Opposition from some surrounding neighbors wanting T_Mobile to colocate on the Gillen Broadcasting tower on SW 24th Avenue.
