A request by Sheila Crapo/Healthy Learning Academy, agent, and Sterling Bank, owner, for a major amendment to a special use permit to allow a charter school in an RE-1 (Residential Estate-1) zoning district with a Low Density Residential Land Use designation (1-4 du per acre) on approximately 1.85 acres located at 13505 W. Newberry Road on Tax Parcel Number 04333-006-000.

Recommendation
Staff recommends that the Board hear the item and adopt Resolution Z-11-18 approving the requested amendment; a special use permit to allow a charter school .

Executive Summary
The applicant is requesting to amend an existing special use permit to allow a charter school in an existing structure located at the entrance to the Jockey Club on the south side of Newberry Road.

Background
The proposed special use permit would allow a charter school (student capacity: 110) for students K-5 in an existing structure that formerly housed a day care center. A charter school is considered a private institution per the Alachua County Code and will operate with conditions found in the special use permit, including limits on student capacity and operating hours.

Issues
Transportation staff have identified issues related to parking if special events should take place at the school. Overflow parking will occur on NW 136th Street (the entrance road to the Jockey Club) although staff has indicated that the design of the road is adequate to handle parking.
